Instead of placing it in both, use an Venn diagram for a better outcome. 

Step 3: Start placing the categories in sequence. Now that you build a framework, it will help you identify the focus areas and assist in problem-solving. 

Now, this is a very simple form of a data governance framework. There are various aspects to think about when you are looking at this for a larger organization but this can be a simple start.

A Data Framework Can be Simple but Comprehensive

You were able to see that a data framework can be simple. Of course, it can be easy but more organizations will have more aspects to their data governance framework.
